usb: phy: Pet EUD based on LDO24 status 



EUD needs to be pet when LDO24 turned on/off to avoid activating it.
Also, EUD HW cannot retain interrupt mask register when LDO24 is off.
Update the interrupt mask register while turning on LDO24.
