msm: vidc: Increase response and power collapse timeout values

Increase response timeout to 1 second from 250 ms as it is
not sufficient for processing all the responses available
in the message queue for concurrency usecases where the
number of responses are high. Increase the power collapse
timeout as it needs to be more than response timeout.
