Write tests for other Safety Center commands.

Given we're running these tests regardless of whether SC is enabled,
just check that all commands execute successfully.

Also moving them to MTS as these likely should not be CTS requirements
and likely shouldn't run on versions of mainline that don't implement
the commands yet.
