Update testFirewallBlocking to check uid chain 

If the uid chain is enabled at test start time, testFirewallBlocking
clears the uid chain at the beggining and enables it at the end of the
test to restore the state.

Test: m ConnectivityManagerTest#testFirewallBlocking
