Allow looping ringtones to play uninterrupted

If a usage NOTIFICATION_RINGTONE notification sound/vibration is
playing looped, don't stop it for incoming notifications.

Also, when fixing the tests I noticed that the 'calls'
listener hint was affecting the wrong usage, so I fixed that too.
