No need to call #updateRollbackLifetimeDurationInMillis (3/n)

No need to call #updateRollbackLifetimeDurationInMillis manually inside
reloadPersistedData. Also fix tests since #reloadPersistedData no longer
pulls DeviceConfig changes.
