Enforce a minimum padding to ensure space for the privacy dot 

Add a concept of minimum left and right margins into the
StatusBarContentInsetsProvider calculations. This allows us to configure
devices without rounded_corner_content_padding to ensure that there is
room for the privacy indicators.
