msm: ipa4: IPA_CLKON_CFG register configuration 



Add the IPA_CLKON_CFG register and initialize
CGC_OPEN_GLOBAL_2X_CLK & CGC_OPEN_GLOBAL bits to 1.
Remove disable prefetch from IPA_HW_v4_0 and on.
