ARM: dts: msm: update APC1 speed bin 1 CPRh frequency mapping for SDM845 v2

Change the frequency mapped to the second highest VDD_APC1 CPR
corner (30) from 2630.4 MHz to 2649.6 MHz in order to match
hardware characterization guidelines.
