pinctrl: qcom: Revert dynamic detection of tile bases

This change effectively reverts the changes brought in from
<bc97ed94> "pinctrl: qcom: Dynamic detection of tile bases".
Due to the fact that func sel can also change between targets, it no
longer makes sense to use dynamic detection of tiles as the overhead of
doing so no longer makes up for simplifying developer use case.
So revert to static detection of tile base for sdm845 and sdm670 and
introduce a new driver for sdm845 v2.
